Description
NASA/MSFC plans to solicit for the continutation of professional information technology (IT) services in support of NASA's Integrated Financial Management (IFM) Program. The IT professional services include research, analysis and advisory services in the following activities: (a) NASA's development of an overall IFM business application and IT architecture, (b) the use of Enterprise Application Integration (EAI) technology as a component of the IFM Program integration strategy; and (c) NASA's development of an Operations Framework and Competency Center for the IFM Program. The period of performance is seven (7) months. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the services from Gartner Group, Inc., pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Services are deemed to be available only from Gartner Group, Inc., as this is a follow-on for the continued provision of highly specialized services and it is likely that award to any other source would result in the substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling the Agency's requirements. No other contractor can provide the services immediately required without impacting schedule or duplicating cost, since an understanding of the background, history and evolution of the Program would be necessary before services in the required areas could be provided. The Government intends to acquire a commercial item as defined by FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing no later than 4:30 p.m. local time on February 19, 2001 to Lydia H. Butler, NASA/MSFC, 655 Discovery Drive, Suite 301-C, Huntsville, AL 35806, FAX 256-961-9714. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
