Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for facility start-up, operations check-out, and training for a recently upgraded government-owned 100-kW constrictor arc heater system. The contractor shall assess the operating performance of the upgraded facility relative to the expected performance and make recommendations for optimizing operating parameters for desired test conditions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from ITT Aerotherm who is the only responsible source and no other supplies or services will satisfy Agency requirements. This is a unique, one of a kind facility, originally designed and installed by ITT Aerotherm. The system has undergone many modifications by NASA engineers for which there is no documentation. ITT Aerotherm is the only company that would have the extensive knowledge needed to perform this assessment. It would take substantial duplication of time and money for another company to assess this system, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 19, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
