- Description
- This is an amendment to the combined synopsis/solicitation original posting of the requirement. It was originally posted on January 18, 2001 with a bid due date of January 26, 2001. The combined synopsis/solicitation is being amended to extend the bid date and to require a mandatory site visit. All received bids were unbalanced and was partially due to an ambiguous Statement Of Work. This combined synopsis/solicitation is for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation, No. F02604-01-T0003 is issued as a request for quotation (RFQ). This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This is a 100% Small Business Set-Aside. Contract Line Item (CLIN) 0001; NONPERSONAL services to provide all personnel, equipment, tools, materials, supervision, and services necessary to provide annual maintenance to the equipment item on the attached schedule in accordance with the attached statement of work. Statement of Work 1.0. SCOPE: The work covered by these specifications consists of furnishing all labor, transportation, equipment, tools, material, application taxes, and performing all operations necessary to provide inspection and complete cleaning on 39 cooling towers and 36 water-cooled condensers for Luke Air Force Base, Arizona. All work will be accomplished by an experienced/qualified HVAC/R mechanic. 2.0 LOCATION: Towers/condensers to be maintained under this contract are located on Luke Air Force Base, see Technical Exhibit 1A. 3.0. SCHEDULE OF SERVICES: All work will be completed by the close of business 1 Mar 01. Buildings listed on Technical Exhibit 1A with a priority number must be scheduled in advance in order to acquire system downtime. Work at those facilities require approval by the HVAC/R Shop and will be completed during a pre-determined time frame. 3.1 WORKING HOURS: All work will be performed during normal work hours of regular workdays, Monday through Friday 0700-1530hrs. 4.0 EXTENT OF WORK: Contractor shall perform the work described in paragraphs 4.1 through 4.3, unless otherwise specified. 4.1 ANNUAL PREVENTIVE MAINTENANCE: Provide a one time annual examination, adjustment, cleaning to include descaling, and lubrication. Check sheave/pulley for alignment and wear. Replace belt(s) if necessary. All lubricants, cleaning and de-scaling materials, etc. are to be supplied by the contractor. All lubricants shall be the proper grade in accordance with manufacture specifications. Contractor shall conduct preventive maintenance on items listed in Technical Exhibit 1A, classified in paragraph 4.2, as per manufacturer specifications. 4.1.1 CLASSIFICATION: Cooling Towers are classified as follows: Category 1; 15-30 Ton, 11 each; Category 2; 31-70 Ton, 16 each; Category 3; 71-150Ton, 8 each; Category 4; 151-350Ton, 4 each 4.2 To Provide the following at a minimum: a) Lubricate all condenser water pump motors, tower fan motors, and bearings b) Descale and clean the interior of the tower c) Remove, clean and re-install spray nozzles/distributors d) Descale and clean eliminators e) Clean tower sump strainer f) Clean in-line strainer g) Inspect and rod water cooled condensers, and replace gaskets 1. Use environmentally friendly chemical as necessary to remove scale prior to rodding each condenser. Condenser barrel must be isolated from the rest of the system. 2. Remove, and properly dispose of, all waste material from Government Property (Luke AFB, AZ). Replace fuses as required (Contractor provided, and of the proper voltage/amperage rating) Remove fill material and descale (Approval required by HVAC/R shop at 856-8361). Perform operational check of cooling tower Verify proper heat exchange across tower Provide a written report to the 56 Civil Engineer HVAC/R shop of all defective equipment, identified by building for each unit 4.4 MAINTENANCE EXCEPTIONS: Buildings 404, 453, and 938 are evaporative type cooling towers and will require maintenance items 4.2 a-e and h-l. Building 545 will have maintenance items 4.2 a-f and h-l accomplished. 5.0 POINT OF CONTACT: Authorizations and questions will be coordinated with TSgt Harrick, 56 Civil Engineer Squadron, HVAC/R Shop Superintendent at 856-8361. 6.0 SPECIAL INSTRUCTIONS: Upon completion of work, contractor will deliver a signed, legible inspection report detailing actions taken and give them to 56 Civil Engineer Squadron HVAC/R Shop by 1500 hours daily.
