Description

NASA/HQ announces a Cooperative Agreement Notice (CAN) soliciting proposals to establish a collaboration between NASA and a host organization to increase the participation and success rates of students in the combined Summer High School Apprenticeship Research Program (SHARP) and the Summer High School Apprenticeship Research Program Plus (SHARP Plus). These two educational programs are both designed to stimulate broader career interest in science and engineering in high school students who are underrepresented in the fields of mathematics, science, engineering, and technology (MSET). Both programs provide eight- weeks of hands-on, mentored research experiences for students with high aptitudes in MSET. SHARP is a research-mentor program that is offered at each NASA Field Installation to students within commuting distance of the Installations. SHARP PLUS is a residential program hosted by institutions located in or near one of the states in which there are NASA Field Installations. The SHARP PLUS students live on the institutions' campuses and work with researchers/mentors at nearby industrial sites or in research laboratories at the institutions. This CAN represents an effort to futher increase the commonalties of the two programs by consolidating the administration of these two components into a single cooperative agreement. Under the resulting cooperative agreement, the selected organization will be primarily responsible for the overall design, development, implementation and administration of these two research-based mentor programs. Participation is open to all firms, partnerships, and consortia. Recipients shall not be paid a profit. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The anticipated release date of the CAN is on or about March 22, 2001 with an anticipated proposal due date of on or about April 22, 2001. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B".
