Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being offered as a Request for Proposals. All clauses incorporated herein by reference are those in effect through Federal Acquisition Circular 97-21. Proposals submitted should contain and will be evaluated on the basis of (a) Product Offered, (b) Past Performance, and (c) Price. Requirements for the engines are as follows: 1) The USDA Forest Service requires two (2) new PT6A-34 Engines and shall be in conformance with Federal Aviation Administration, Type Certificate Data Sheet E4EA, Revision 20 or its most current revision. 2) Engines shall be delivered complete with all parts and accessories as listed in Pratt & Whitney Illustrated Parts Catalog, Manual Part No. 3021244, Chapter 72-00-00, Figure 1, Revision dated Feb. 11, 2000 or its most current revision and with Standard Equipment as per Pratt & Whitney (Canada). Inc., Specification A34-010. 3) The engines shall be new and shall contain new parts. Parts will not be "overhauled" or "rebuilt" as defined in Federal Aviation Regulation 43.2 4) The engines furnished shall be covered by the manufacturer's commercial warranty. 5) The vendor shall provide two (2) complete sets of the most current Maintenance, Parts, and Service Information Manuals and current updates 6) The vendor shall provide at no additional cost at least one (1) technical expert as needed to assist the company in installing the engines during the initial installation and rigging process. The vendor shall also provide technical support as necessary during the initial operating period to correct any deficiencies that may occur. 7) Proposal for Engine prices shall be submitted with and without a trade-in value for two (2) PT6A-27 engines and their accessories as listed in Pratt & Whitney's Illustrated Parts Catalog, Manual Part No 3021244, Chapter 72-00-00, figure 1, revision dated February 11, 2000. Trade-in Engines have a total number of hours as follows; Engine # 1-2251.8 hrs and Engine # 2-3479.4 hrs. The Government reserves the right to award with or with out trade-in. 8) Engines shall be delivered F.O.B., destination to USDA Forest Service, Intermountain Region (R-4), 3515 S. Airport Rd, Ogden, UT 84405 9) Period of performance, 30 days after receipt of order. Offerors shall conform to the following Federal Acquisition Regulations, and shall be required to submit information as noted after each clause; clauses are available on the Internet.
