Description
The U.S. Coast Guard (USCG) is issuing a Request for Information pertaining to the Coast Guard Human Resource Management System (CGHRMS) project. The Coast Guard is modernizing and improving its military pay and personnel system. The scope of the complete modernization effort includes the following: Create a central database to support all military personnel systems of the Coast Guard; Replace the existing functionality of the Personnel Management Information System (PMIS)/Joint Uniform Military Pay System (JUMPS) with a modern PeopleSoft Human Resource System integrated with the legacy JUMPS payroll, which will form the core for our Human Resources System; Replace the existing PMIS/JUMPS data capture software (SDAII) with a flexible front end to record pay and personnel events as close as possible to the source of the event. This market survey is being done to identify sources interested in providing all necessary management, supervision, personnel, labor, materials and equipment (except for government furnished items) required to support the following options: Option 1 _ The Contractor shall host the Coast Guard owned computer hardware at their site, connected to the Coast Guard Data Network (CGDN+) to support the Coast Guard PeopleSoft HR version 8.1 software production and development environment, and all other software listed in the Draft Statement of Work. Option 2 _ The Contractor shall develop a hardware configuration at their site, connected to the CGDN+ that will meet all performance standards and expectations set forth in the Draft Statement of Work. This configuration will be developed to support the Coast Guard PeopleSoft HR version 8.1 software production and development environments, and all the other software listed in the Draft Statement of Work. The Draft Statement of Work is available electronically upon request to Linda Mullen at: lmullen@comdt.uscg.mil. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Interested parties shall provide capability brochures, product description information, pricing data and comments and questions to the Draft Specification/Statement of Work. The response should indicate technical and contracting points of contact and the size of the business. This request for information in no way implies either implicitly or explicitly that respondent will be compensated in any way by the Government for information or materials provided. All information provided becomes U.S. Coast Guard property and will not be returned. All information must be mailed to the Commandant (G-ACS-1A/LM), U.S. Coast Guard Headquarters, 2100 Second Street, SW, Room 5212, Washington, DC 20593-0001, ATTN: Linda Mullen.
