Description
The INL Bureau is requesting offers for Special purpose clothing (Uniforms for the Peruvian National Police), 2500 sets (one long sleeve shirt and one pair of trousers per set) plus a cap, similar to an U.S. Army Battle Uniform in style and design. The cloth must be of Poly/Cotton Rip-Stop to minimize run-on ripping, 50% Cotton and 50% polyester. The color must be "Bluish-Green", and a sample will be provided upon request. COLOR CHANGE BY VENDOR IS UNACCEPTABLE. Vendors must contact Ruth Porter, Contracting Officer by telefax 202-776-8775 and request a sample material swatch and a copy of the specifictions, drawings and pictures of the uniforms and caps. Delivery of the complete order must be made no later than 120 days ARO. Partial shipments/deliveries are unacceptable. The Government will make an award to the responsible Offeror whose offer conforms to the solicitation (which must be requested by vendors), and is most advantageous to the Government (i.e. that which represents the Best Value for the government), cost or price and other factors including time period required for delivery considered. The combined relative merit of the technical evaluation (i.e. does the offer meet the requirement of the specifications?), will be more significant than cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is a criterion in the overall evaluation of offers. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed style, design, and fabric content and color requirements of the special purposes clothing requested in this notice. The Government may award a contract to other than the lowest priced offer. In the event that two or more offers are considered technically equivalent, then the evaluated delivery time offered by the vendor (within the time frame allowed by the govt.), and the evaluated cost or price will be of primary importance in determining the offer most advantageous to the Government.
