Description
The Environmental Protection Agency has a request to provide support for the second, third, and fourth components of the EPA's Air Toxics Program. This will be accomplished by developing assessment tools, conducting assessments, communicating the results of assessments, and educating the public about the EPA assessments. In addition, as EPA moves forward with its air program, the EPA will be examining the air pollution problem in a more integrated fashion (i.e., considering the cumulative effects of air toxics and criteria pollutants across media rather than conducting separate assessments). This contract will also provide support for these integrated assessments. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a base period of performance of 12 months, with four additional twelve-month option periods. The total duration of the proposed contract is sixty months. The contract will be awarded on the basis of 100% small business set-aside and will consist of 4,000 base quantity labor hours and 8,000 option quantity labor hours for each of the 5 periods, for a total contract maximum of 60,000 hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of $5 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 03/12/01, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be posted along with the solicitation. All responsible sources may submit a proposal which shall be considered by the Agency.
