- Description
- This is a Sources Sought Synopsis. Space and Naval Warfare Systems Command (SPAWAR) is currently performing information collection as part of a risk reduction effort involving desired Navy equipment which would be installed in aircraft. As a result, SPAWAR is seeking sources. Draft requirements (performance specification) for this equipment are posted with this notice (on the SPAWAR Business Opportunities Page.) SPAWAR prefers, or is looking for, information about existing/developed equipment. Information needed includes a demonstration of the equipment so that government representatives can see how well the equipment performs in relation to the draft requirements. Potential equipment suppliers are requested to submit an Information Statement (white papers) discussing their ability to demonstrate their equipment in relation to the draft requirements. Potential suppliers can use equipment from, or team with, other companies. SPAWAR may have a limited budget to fund potential suppliers to perform equipment demonstrations. Information Statements can include a list of equipment functions that can be tested or demonstrated, and that list can be associated with a cost figure (rough order of magnitude or ROM) to perform such tests or demonstrations. SPAWAR has estimated (a) that there will be government witnesses at the tests or demonstrations, (b) that $5,000.00 would be the approximate cost of a supplier's tests or demonstrations, (c) that the tests or demonstrations would take up to one or two days in a supplier's facilities, and (d) that there will be no formal test procedures or reports. The Information Statements for this risk reduction effort are not expected to be proposals, but rather they are expected to be short statements regarding ability to demonstrate equipment performance in relation to the draft requirements. The Information Statements are anticipated to be two (2) pages long, and are limited to five (5) pages with no prescribed format. Participation in this risk reduction effort is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities. The Information Statements are due by close of business on Monday 05 March 2001 and should be submitted electronically to the following e-mail address: "fisherc@spawar.navy.mil". For the purpose of receiving white papers/ROM, the close of business of this establishment is 3:00 PM local time. An alternate method of submission is hand carried by courier. Hard copies of Information Statements/ROM shall be delivered by courier to the Commander, Space and Naval Warfare Systems Command, 4301 Pacific Highway, Code 02-31F, Old Town 4/1043, San Diego, CA 92110-3127. If Information Statements/ROM are hand carried, a visit request and badge are required.
