Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation #LRF200103 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect throught FAC 97-22. This is a small business set-aside under NAICS 541620, and the small business standardis $5.0 million dollars. STATEMENT OF WORK: BACKGROUND:The subject property is located in Pulaski County, Kentucky, and was seized by the U.S.Marshals Service. The property is now listed for sale pursuant to an Order of Interlocutory Sale issued by the U.S.District Court. Undergound gas tanks were removed from this property in 1998 as recorded under EPA Site # 1891-100. The contaminated soil surrounding the tanks was not removed at that time; therefore, this property has no EPA clearance. On February 4, 1999, the Division of Waste Management, Department of Environment Protection, requested that documentation for tanks/piping be submitted and that the stockpile material be removed from the tank pit. The Division requested that soil from the stockpile, as well as a sample from the native soil before the pit, be collected and alalyzed fro BTEX(gasoline constitutents). The samples were to be collected according to closed-in-place guidelines. Any water encountered was to be properly collected and analyzed. If the soil or groundwater sample analytical results indicated contamination above allowable levels, removal of the contaminated materials would be required. ACTION TAKEN:Soil samples were collected from the tank pit excavation material, the excavation floor and from the water that was encountered in the tank pit during sampling procedures. The analytical results of the soil samples indicate that the BTEX constituent levels associated with the tank floor are within maximum allowable site classification limits, however, the excavation material sample yielded analytical results which exceed KDWM (Kentucky Division of Waste Management) allowable constituent limits. The analytical results appear to indicate that no further excavation of the tank pit walls or floor will be necessary; however, based on the analytical results of the excavation material, the material will have to be removed and properly disposed of off-site at an approved landfill disposal facility. The results of the water sample yielded elevated BTEX constituent levels above KDWM acceptable limits. KDWM will require that the tank pit water be pumped from the excavation and be properly disposed of off-site.PROCEDURES REQUIRED: Based on the presence of BTEX constituent levels remaining in the tank pit excavation material and the tank pit water, the following procedures are quired to receive EPA clearance: excavation, transportation and disposal of the excavation material; environmental oversight during the excavation of the tank pit excavation material; material required for the backfilling of the excavation; and disposal of tank pit water and reporting to KDWM. There are six line items to complete the excavation of contaminated soil and water service. The areas of the pit to be excavated is approximately 40 feet in length, 30 feet in width, and 10 feet deep (approximately 1200 square feet) and covered with six-inch concrete. The period of performance is estimated to begin February 26, 2001. The terms and conditions of the work will be based on an firm fixed price contract. Department of Labor Wage Determination No. 1994-2221 Rev: 16: will apply.The six line items are (1)Cost for Excavation and Loading of Excavation material (per Day), (2) Trucking of Excavation Material to landfill(approximately 670 tons), (3) Landfill Disposal Fees (approximately 670 tons), (4)Tank Pit Water Pumping and Disposal (approximately 9,450 gallons), (5) Excavation Backfill Material with Crushed Limestone Aggregate (approximately 670 tons), and (6) Reporting to KDWM (Kentucky Division of Water Management) Professional Geologist (Approximately 12 hours). Solicitation provision at FAR 52.212-1,Instructions to offerors.-Commerical Items (Oct 1995) is hereby incorporated by reference. The U.S. Marshals Service will evaluate Offers in response to the solicitation utilizing the following evaluation criteria: Past experience(provide two recent references), ability to meet the above requirement and price. The government reserves the right to award to other than the quote with the lowest prices. Offerors's are reminded to include a compled copy of the provision at FAR 52.212-3, Offerors Representation and Certifications Commercial Items, with its offer.Clause 52.212-4 Contract terms and conditions -- Commerical Items (Oct 1965), is hereby incorporated by reference.
