- The Centers for Disease Control and Prevention (CDC) contemplates awarding contract(s) to qualified organizations having the capability to plan and implement (1) local events and, (2)develop and disseminate culturally appropriate media, in support of a national media campaign (hereafter referred to as the Campaign), targeting youths ages 9 to 13 (tweens), their parents or other primary caregivers, and other key youth and influential adults (e.g., coaches, school personnel, community group personnel, community leaders, etc. ) The Campaign will promote activity, particularly physical activity, as a means of encouraging healthy lifestyles and displacing unhealthy, risky behaviors. The contractor(s) selected through this mechanism will work in close collaboration with the CDC as well as a general contractor responsible for creating and maintaining a national multi-media campaign. While the actual Campaign elements are yet to be determined, CDC envisions a multi-media program featuring ethnically diverse tween talent (hereafter referred to as talent) who will appear on a cable or broadcast television program as well as on an interactive website dedicated to the campaign and its activities. Following a reality/road show formula, the talent role models will go on location and feature other tweens, their families and mentors, and their favorite, healthy activities in real, diverse communities across the country. The road show will ideally be linked to the touring calendar of well known musical acts, sports figures or other celebrity appearances appropriate for tween audiences, allowing the campaign to co-host live, local events that bring together the talent, musical entertainment, sports figures, and/or other celebrities with community personnel and resources that offer tweens opportunities for ongoing participation. It will be the responsibility of the contractor selected through this mechanism to ensure that the live events are broadcast and promoted through available local and syndicated media channels reaching minority audiences. A list of potential community partner organizations across the country will be provided by CDC. Community partner organizations will likely need to identify some matching funds to host events, and it will be the offerer's responsibility to manage the contribution of the Campaign to local event budgeting. As part of the multi-media strategy, an interactive website will be maintained allowing tweens to register their own activities, earn reward points and prizes, and interact with the talent as well as a web community of other youth. Using a related and integrated strategy, the campaign will deploy additional media channels and messages to reach out to parents and adults influencers with enabling and reinforcing information to facilitate the goals of the campaign. This solicitation is to identify organizations with the capacity to work at a community level to plan and deliver one-day events in 5 distinct geographic locations (over a 12 month period) as described above, in minority urban and/or rural communities across the United States. The organization will be responsible for (a) developing a work plan; (b) supporting a community coalition in its efforts to promote healthy activities for tweens; (c) preparing and disseminating culturally tailored materials to tweens, parents, teens, and adults working with youth that (1) interpret the Campaign messages for specific audiences and (2) promote the local event; (d) providing tailored content for a national Campaign website; and (e) most critically, preparing the community event, auditioning and booking local talent, and creating supplementary media for inclusion in the nationally broadcast/webcast Aroad show@ (overseen by the general contractor). Where local events are to be included in the national Aroad show@ broadcast, the general contractor will ensure the production values of the local event are adequate for national broadcast, and be responsible for additional event promotion through national media affiliates. It is anticipated that two-thirds of events featured in the national broadcast will be co-produced by contractors identified through this mechanism, featuring minority or multi-ethnic communities. The CDC anticipates awarding contracts to ensure regional and ethnic diversity, while maintaining a tight production schedule and cost-effective budget. All contractors identified through this process are expected to collaborate well together, with the general contractor, and with CDC in providing their advice and input to the overall Campaign. This solicitation is 100% set aside for small business participation. It is anticipated that this solicitation will result in two cost reimbursement contracts that will each target a minority population (Afican American and Hispanic). Both of these contracts will complement the national media campaign (solicitation 2001-N-00048) which will be awarded around the same time as the contracts resulting from this solicitation. The small business awardees will develop culturally appropriate campaigns that reinforce the national campaign. All three Contractors will be expected to work collaboratively and share media resources, as appropriate. CDC anticipates awarding two five year, cost-reimbursement contracts. The scheduled issue date is appproximately March 19, 2001. The solicitation will be available electronically on www.eps.gov (Solicitation 2001-N-00049) on or around March 19, 2001. Hard copies of the solicitation will be available on the day the solicitation is posted. Hard copy requests must include the name of the requester, telephone number, organization name and address. Hard copies will be mailed via regular mail to those requesting hard copies on the day the solicitation is posted. A pre-proposal conference will be held approximately March 29, 2001, time and place to be determined. Responses to the RFP will be due on or about May 4, 2001. See numbered Note 1. All small business sources that meet the above requirements may submit a proposal that will shall be considered by the Agency.
