- Description
- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 20181-1-Q016 is issued as a request for proposal (RFP). The NAICS Code is 441222, and the small business size standard is $5.0. This acquisition is a total small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. The U.S. Fish and Wildlife Service Law Enforcement initiative program, along the Texas Gulf Coast, requires a very specialized boat to safely and adequately meet a wide array of operational needs and conditions. (1) The 2001 Gulf Coast Model 250 Vari-Side tunnel boat, or equal; (2) Yamaha 200 h.p. H.P.D.I. motor, or equal; (3) Sportsman 250 Gulf Coast trailer, or equal; (4) Uniden marine band radio, or equal; and (4) Lowrance Sonar/GPS, or equal. The following salient characteristics are provided to show minimum requirements of the product and not meant to be restrictive. The boat/motor combination must meet the following: 1. Come up on plane and run in the very shallow water of back bays and tidal areas, or handle the open expanses of large, open bays. 2. Safely operate in a smooth, stable and dry manner in rough seas or thick fog. 3. Equipped with a VHF marine band radio, sonar, GPS, and compass for safe navigation and travel under adverse conditions. 4. The boat must be rated for 8 passengers or 1220 pounds, to include a lighted cabin inside the console numerous locking compartments throughout the boat to provide for ample dry storage and security of equipment. 5. A large open deck of the boat, with low profile sides and stainless steel grab rails provide for a very safe and uncluttered platform from which to work. 6. Designed, built, and equipped to meet the specialized salt-water corrosion protection requirements for the Texas coastal environment. 7. Engine must be designed for fuel efficiency through fuel injection system to produce the best fuel economy and lowest level of environmental pollutants. 8. A minimum of 102 inch width, 25 foot length, and tunnel hull configuration to allow the boat to float high in the water, and run in shallow water. Ability to start from a still position and come upon plane in less than 18 inches of water. Sufficient length to span several waves when running in rough water, a special hull design to part waves and then direct the spray back downward, instead of outward and back into the boat. Hydraulic steering to provide a fast and responsive control at all times. Self-bailing deck drains to allow any water which comes aboard to quickly run off the deck and out of the boat. Automatic bilge pump that activates if large quantities of water are present. A full molded fiberglass inner liner, with foam filled stringers supporting and strengthening the deck to provide a flotation chamber designed to withstand waves breaking over the boat without it sinking. 9. A President LTD-715 VHF radio, Lowrance LC X-15MT Sonar with integrated GPS receiver, and Ritchie F-82 Compass navigation equipment package will be included. The boat, motor, trailer, and all equipment and fixtures must be designed to prevent corrosion when exposed to salt water. Stainless steel must be used in the boat hardware, fixtures and fasteners. A Yamaha engine designed for salt-water use with stainless steel parts throughout. A Sportsman Model 250 GCT trailer designed for this boat, with all support brackets welded on the frame before the trailer is dipped into the galvanizing tank. Surge brakes on the trailer must be designed with a fresh water flush system to protect them from corrosion. The Gulf Coast 250 has a minimum 62 gallon fuel capacity. Delivery must be FOB Destination to the U.S. Fish and Wildlife Service, Division of Law Enforcement, 2806 Delmar, Suite A, Victoria, TX 77901. FAR provision 52.212-01, Instructions to Offerors Commercial, applies to this acquisition. FAR 52.212-02 (a), Evaluation Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, conformance to specifications, salient characteristics, price, and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement, past performance, and price. Offerors will include warranty information including warranty period and warranty terms and conditions. Offerors shall submit a completed copy of the provision at FAR 52.212-03, Offer Representations and Certification Commercial Items, with their offer. The clause at FAR 52.212-04, Contract Terms and Conditions Commercial Items, applies to this acquisition, FAR Clause 52.212-05, Contract Terms and Conditions Required to Implement Statue or Executive Orders Commercial Items (AUG 2000) is hereby incorporated by reference; the following additional FAR clauses cited in this referenced clause apply: (b) (12), (13), and (23).
