- Description
- This combined synopsis/solicitation procurement for commercial items prepared in accordance with the FAR 13.105. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Proposal Number is N00178-01-Q-1019. The Naval Surface Warfare Center, Dahlgren, Division (NSWCDD) intends to procure on a best value competitive basis a High Speed Digital Video System which includes a camera, control box, and a computer for setting up the camera and displaying the image after an event is recorded. The following specifications apply: (1) the camera shall have a color sensor with a minimum of 1536 x 1024 pixel resolution, (2) the camera shall have selectable framing rates up to 10,000 full frame images per second with reasonable quality at 10,000 to adequately resolve events conducted on the range, (3) the camera shall have adjustable shutter speeds down to 5 microseconds, (4) the camera shall have C-MOS sensor with anti-blooming characteristics, (5) the camera shall have a minimum of 4 seconds of on-board digital memory at 1000 full frames per second with a circular buffer memory for continuous recording with a capacity of being partitioned and expandable to permit consecutive events before downloading the data, (6) the camera image shall be capable of having a full frame format at all framing speeds, (7) the camera shall be able to accept a TTL or closure start and stop trigger to capture an event, (8) the camera controller shall be ruggedized Window=s Based PC that can control the camera directly or through the link box. The PC must be able to control the camera up to 3000 feet away, (9) the PC shall incorporate into its program a quick-look analysis that can measure acceleration, velocity, spin and pitch of an event, (10) the system shall have the capability of integrating and controlling up to 16 individual cameras for one event, (11) the system shall have the capability to record IRIG-B timing and to display it with each individual frame, (12) the camera shall have the capability of being powered by 110 vac and DC voltage where AC may not be available for a particular event. Power consumption shall be low enough to allow reasonable size DC battery to be used in a field environment, (13) the camera and control box shall be ruggedized and capable of withstanding up to 100G's for a short duration of time, (14) the camera shall accept "c mount" lenses, (15) the camera shall have standard size tripod mounting holes of 1/4"20 and 3/8" 16 on the base of the camera, (16) the camera shall have the capability of downloading the images from the camera to the PC using IEEE 1394 firewire or faster to the controller in a timely fashion using off-the-shelf cabling, (17) the camera shall display a live image at all times during set-up and recording, (18) the camera shall have a dimension less than 6"x6"x10" and weigh less than six (6) pounds, (19) the camera shall be capable of achieving good color rendition with a spectral response from 400 to 700nm. Award is to be made under the Simplified Acquisition Procedures. All responsible sources should submit their CAGE CODE NUMBER, DUNS NUMBER, TAX IDENTIFICATION NUMBER AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) WEBSITE. This procurement shall be awarded on an all or none basis. All items shall be shipped FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448. OFFERS WILL BE EVALUATED AND SELECTION MADE BASED UPON THE BEST OVERALL OFFER IN TERMS OF THE CONTRACTOR'S CAPABILITY AND COMMITMENT TO PROVIDE THE DESIRED SPECIFIED EQUIPMENT AT THE BEST OVERALL PRICE TO THE GOVERNMENT. PAST PERFORMANCE WILL BE ASSESSED AS A RESULT OF A REVIEW OF THE OFFEROR'S REFERENCES TO BE SUBMITTED WITH OFFER. Closing date is 12 March 2001. Anticipated award date is 15 March 2001. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database.
