Description
On behalf of the Office of the Deputy Assistant Secretary of the Army (Environment, Safety and Occupational Health), the executive agency for the National Defense Center for Environmental Excellence (NDCEE) program sponsored through the office of the Deputy Under Secretary of Defense (Environmental Security), the Defense Supply Service Washington is seeking potential contractors who can support the NDCEE program. Public Law 101-302, dated May 25, 1990, designated funds for the establishment of the NDCEE with the directive to serve as a national leadership organization to address high priority environmental problems for the Department of Defense (DOD), other Government organizations, and the industrial community. Concurrent Technologies Corporation (CTC) is a large Not-for-Profit organization that currently operates NDCEE in Johnstown, Pennsylvania. The NDCEE's mission is to transition environmentally acceptable materials and processes to defense industrial activities and private industry, to provide training that supports the use of new environmentally acceptable technologies, and to support applied research and development, and where appropriate, to transition new technologies. NDCEE's primary focus is on implementing pollution prevention in industrial processes operated by the DOD, its contractors, and suppliers. The main challenge in this effort is transitioning advanced environmentally acceptable technologies from the laboratory. This focus is in accord with current activities included within the Defense Acquisition Reform and provides a much needed resource to DOD in identifying, quantifying, demonstrating, and transitioning environmental technologies that not only address environmental concerns but also enhance readiness and reduce life cycle costs. The NDCEE provides support to environmental conservation efforts, to environmental compliance operations, and installation restoration programs. This requirement is a follow-on to DAAE-98-C-1050 for continued operations in support of the NDCEE mission. The anticipated performance period is from the award date to the following 60 months. All responsible sources are invited, at no cost or obligation to the Government, to provide technical information for a capability evaluation. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. Such proprietary information will not be released outside the Government. The Government may revise its acquisition strategy and solicitation requirements based on industry response. The purpose of this request for information is to identify additional companies with the resources and capabilities to support the NDCEE program. This Sources Sought shall not be construed as a request for proposal. The Government does not intend to award a contract from the results of this Sources Sought. There is NO solicitation document. The Government shall not be liable for, or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights).
