Description

The U.S. Army Research Laboratory, Weapons and Materials Directorate, Aberdeen Proving Ground, MD 21005, intends to issue a Request for Quotation (RFQ) for the purchase of services for the microstructural analysis of tungsten and tungsten alloy single crystal penetrators on a sole source basis under the authority of FAR 6.302 to The University of Texas at ElPaso (UTEP). This is a follow-on to the initial work of the characterization of the microstructure of specialized tungsten materials used for kinetic energy penetrators. UTEP has the necessary facilities and resources to assure this program is sucessfully completed in a cost effective and scientifically sound manner. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed contract listed here is a 100 percent set aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) as defined at Section 226.7002 of the DoD FAR Supplement. Offers from other than HBCUs and MIs are not solicited. Interested HBCUs and MIs have 10 days from the publication of this notice to submit in writing to the identified point of contact their qualifications and capabilities. Such qualifications and capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days will be considered nonresponsive or without the required information will not be considered. A determination by the government to not compete this proposed effort on a full and open competitive basis, based upon the responses to this notice is solely within the discretion of the government.
