Description

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division, intends to award on a sole source basis a Purchase Order to XL Associates to provide support to the Code 27 Quality of Work (QoW) initiative. The contractor shall work closely with NSWCCD and NAVSEA 05U to develop definition requirements for the QoW goals and objectives. XL Associates is uniquely qualified through their work to date with SEA 05U with the QoW initiative, and the contractors recognized methodology to identify and establish acceptable evaluation criteria for advance technologies that could support improvements to Quality of Work onboard U.S.Navy submarines. A new and different contractor could not be reasonably expected to have this knowledge and would not be cost effective nor productive for the Government to allow contract time for this "learning curve". This purchase shall be negotiated in accordance with the authority of 41 U.S.C. 2152 (c)(1) -- Only one responsible source with unique capabilities. THIS IS NOT A REQUEST QUOTATION. Any interested firms may submit their technical capabilities within 15 days after the publication of this notice. (see note # 1 and #22)
