Description
This draft Solicitation for Quality Assurance Services (QAS) is being issued in conjunction with the draft Solicitation for Automated Litigation Support (ALS) services, and is intended to complement the ALS Solicitation. As a result of this QAS Solicitation, the Government intends to award a single separate Contract for performance of QAS functions. The purpose of the Quality Assurance program is to (1) ensure that ALS Contractor deliverables are in compliance with ALS Contract specifications; and, (2) provide the basis for Government acceptance or rejection of ALS Contractor deliverables, in accordance with Contract specifications and requirements. QA services will be provided chiefly to the Civil Division, but may also be ordered by other primary users of the ALS contracts, by other DOJ components, or by other federal agencies. The Quality Assurance Contractor must be knowledgeable and experienced both in Quality Assurance techniques and disciplines and in Automated Litigation Support as it is practiced in the Government. A copy of the draft Statement of Work for the Automated Litigation Support Solicitation has been published at www.eps.gov under draft solicitation no. JLCIV-01-0127. In addition to QA functions for the ALS contracts, the QA Contractor shall be required to provide QA services for several other Civil Division contracts, including the Civil Division's contract for maintenance of its CASES Case Management system and related activities, and the Civil Division's contract for operation of its Centralized Records Management Program. The QAS Draft Section C and Draft Sections B,D,E,F,G,H,J list only, L, and M are now available for industry review and comment by contacting the Contracting Officer, or by visiting the DOJ area of the Electronic Posting System at www.eps.gov. The due date for comments is February 28, 2001. The DOJ anticipates that a live RFP will be published in the late March time frame using a 3rd party web hosting site under construction at this time. All responsible sources will be considered.
