- Description
- The purpose of this notice is to identify companies or organizations that are capable of and interested in serving as a professional employer organization (PEO) for Federal Occupational Health (FOH). Federal Occupational Health, a division of the Health Resources and Services Administration within the U.S. Public Health Service, works in partnerships with federal organizations throughout the United States and U.S. territories to design and deliver comprehensive solutions to meet their occupational health needs. Services include, but are not limited to, management consultation, training and education, health and medical services, industrial hygiene, environmental services, laboratory support, wellness and fitness, ergonomics, employee assistance, and work-life. These customized programs help build a healthier and more productive workforce, reduce liability, and assure safe and healthy workplaces. Currently, FOH has a variety of contractual arrangements for professional management/administrative and occupational health professionals. In an effort to procure more cost-effective services for its customers, FOH is seeking a personal services contract with a PEO to provide human resource-related services necessary to obtain and support up to approximately 1600 personnel. The vendor would recruit, screen, interview, verify credentials, conduct background checks, hire, orient, and train employees on the company's personnel policies, procedures and benefits. The vendor would also provide services such as payroll functions including income and unemployment taxes, professional malpractice insurance coverage where applicable, and benefits e.g. health insurance, life insurance, continuing education reimbursement, retirement savings, etc. These professional management/administrative and occupational health professionals would be assigned to and work under the oversight of FOH staff. The vendor will not be responsible for, or compensated for, providing administrative or technical direction to or oversight of these personnel. Companies or organizations interested in performing these or similar services should provide a qualifications statement to Naomi Haney-Ceresa at HRSA -- DGPM/CPOB, 5600 Fishers Lane, Room 13A19, Rockville, MD 20857 within 30 days of the date of this publication. The qualifications statement should include: a statement describing experience serving as a PEO or performing similar functions including recruiting and retaining professional staff on a nationwide basis; timeframes required for recruiting routine and "hard to fill" positions; physical resources currently available or needed to perform these tasks (including personnel); bank and credit references; client and professional references; explanation of employee benefits -- how they are funded and tailored; a draft copy of a service agreement; documentation of state licensure or registration where required; a description of how the company or organization is reimbursed for services; and an estimate of costs to perform the various functions described and other services available.
