Description

SOLICITATION NOTICE. This acquisition has been set aside for HUBZone concerns only. The project involves all material, equipment, tools, travel, and labor required to perform the work necessary to complete an addition to the Consolidated Open Mess, Bldg 201. The principle items of work shall include but are not limited to the following disciplines: demolition, grading, excavation/trenching/backfilling for utilities systems, concrete work sidewalks/curbs/gutters, sanitary sewers, seeding and trees, shrubs, ground covers, structural concrete formwork, concrete reinforcement, joints, cast-in-place structural concrete, structural welding, structural steel, rough and finish carpentry, thermal and moisture protection, roof insulation, elastomeric roofing, general sheet metalwork, joint sealing, doors and windows, gypsum wallboard, ceramic tile, acoustical ceilings, resilient flooring, carpeting, painting, wall coverings, exterior and interior signage, canopies, toilet accessories, window blinds, shades and draperies, wet pipe sprinkler system, plumbing, gas piping systems, thermal insulation for mechanical systems, HVAC, interior electrical work and fire detection and alarm system. This project is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5925 (Trumbull County). This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. There will be no public bid opening. The closing date and time for submission of offers, will be on or about 6 Apr 01, and will be contained in the solicitation package. Award will be made based upon the Best Value to the Government in accordance with FAR 15. The performance period is 210 calendar days. The NIACS Code is 23332, and the Size Standard is $27.5 million average annual receipts over the past three years. The resulting contract will be a fixed price contract with a magnitude of between $250,000 and $500,000. The solicitation will be made available to interested parties through electronic data interchange. The solicitation will be issued via Electronic Posting System (EPS) at http://www.eps.gov on or about 5 Mar 01. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information. Prospective offerors shall submit the company name, address, including their zip plus four number, telephone number, fax number, e-mail address, point of contact and identify if they have other designated size standards besides HUBZone (i.e. Woman Owned, 8(a), Disabled Veteran) to Helen Jordan via email at helen.jordan@youngstown.af.mil for inclusion on an unofficial source list. Contractors are advised that in order to receive an award, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at http://www.ccr2000.com. Site visit information will be provided in the bid package; site visit to be held on/about 21 Mar 01. Prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal, which shall be considered by the Air Force Reserves. The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any bid/proposal preparation costs.
