- Description
- The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), in collaboration with the Marine Corps Warfighting Laboratory (MCWL), is soliciting research and development "white papers" addressing concept areas related to sensor platform pointing from ground vehicles. Highly accurate pointing is desired for a variety of USMC requirements, e.g., USMC fire support teams routinely determine target coordinates from remote locations. The requirement for observers to dismount to determine target coordinates is driven by the use of magnetic azimuth sensors. This significantly reduces mission effectiveness. The technology needed should not rely upon magnetic field measurement for azimuth angle determination and should mount directly to a vehicle-borne sensor platform or to the vehicle with an encoder to determine relative targeting platform position. Once calibrated, the technology must be capable of achieving pointing errors of 4 mils or less in azimuth angle and 4 mils or less in inclination angle within 30 seconds of halting vehicle motion. The technology must be sufficiently ruggedized to survive mounting on light vehicles similar to a HMMWV. Offerors shall submit a one to six page white paper summarizing each proposed concept, and a rough order of cost magnitude to obtain a preliminary indication of potential NSWCDD/USMC interest. White papers shall be submitted in original and three copies to the Dahlgren Division, Naval Surface Warfare Center, Attn: Janice S. Williams, Code SD118, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100. White papers, proposals and all related correspondence should reference BAA Number N00178-01-Q-1021. If desired, multiple white papers addressing different areas or concepts of research and development may be submitted. Each white paper shall state how the proposed effort relates to the objectives of this BAA, will increase scientific knowledge, advance the state of the art, and determine and exploit the potential scientific discoveries or improvements in technology, materials, processes, methods, devices, or techniques. Offerors will be requested to submit in-depth proposal(s) should NSWCDD/USMC deem the white paper of scientific and technical merit. The offeror shall demonstrate an understanding of the research effort proposed and support the experience and qualifications of the principal project personnel (provide resumes) and/or the institution or corporation submitting the proposal. The format for the in-depth proposal(s) should be divided into three sections: (1) a technical section which includes a clear statement of objectives, technical approach and methodology, supporting technical information (including an indication of proprietary aspects of the proposed effort), and a plan of action and milestones, (2) a management section which includes resumes of key personnel, a description of relevant corporate expertise, experience, facilities and other relevant resources, and (3) a cost section which includes a breakdown of the proposed effort described in the technical section. All options and assumptions shall be clearly identified and defined. Award decisions will be based upon competitive selection resulting from peer and/or scientific review and availability of funds. Proposals submitted in response to this announcement will be evaluated using the following criteria: (1) overall scientific and technical merits of the proposal, (2) potential contributions of the proposed effort to the United States Marine Corps' overall war fighting capabilities and related experience, (3) past performance, (4) the realism of the proposed cost and availability of funds, and (5) understanding of the research effort proposed, and experience and qualifications of the principal project personnel and/or the institution or corporation submitting the proposal. Technical and other questions regarding this announcement may be submitted to SD118 via telecopier at (540) 653-7088 or via email at sd11@nswc.navy.mil. This announcement shall be open for receipt of white papers throughout FY 01 with a targeted receipt date of 31 March 2001. This notice constitutes a BAA for NSWCDD as authorized at FAR 6.102 (d)(2). Although no portion of this announcement is set aside for HBCU and MI participation, proposals are invited from all sources. This BAA should not be construed as a commitment or authorization to incur cost in anticipation of a resultant contract. Information provided herein is subject to modification and in no way binds the Government to award of a contract. This synopsis will be available on the World Wide Web at "http://www.nswc.navy.mil/" under "Procurement Division" or "http://proc_div.nswc.navy.mil". This CBD notice constitutes the solicitation, there is nothing further to request. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this broad agency announcement with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database. Registration may be completed by assessing the CCR web site at http://www.ccr2000.com. A paper registration form may be obtained from the DoD Electronic Commerce Information Center at 1(888) 227-2423.
