- Description
- The United States Special Operations Command (USSOCOM) has a requirement to design, develop, test, and manufacture approximately 40 to 45 C-17 Special Operations Loading Ramps (SOLR). The C-17 SOLL II aircraft platform offers the Special Operations Forces (SOF) community an excellent and reliable special operations aircraft. However, the C-17 cargo ramp and ramp tow designs present specific loading envelope challenges to SOF when loading and unloading rotary wing aircraft and vehicular equipment. Requirements of the SOLR (not all inclusive): shall be designed to make a smooth (no excessive gaps, bumps, or angles) transition from the ground supported C-17 cargo ramp to the ground. The SOLR design shall take into consideration the following requirements: total width of ramps shall equal the total width of all four present C-17 ramp toes; long enough to provide a smooth transition from the 9 degree C-17 cargo ramp and the ground allowing for the on and offload of all special operations helicopters and vehicles; must be capable of withstanding, at the minimum, per ramp a 10,000 pound pneumatic wheel load; shall use existing C-17 Ramp Toe hinge locations for installation, deployment, and redeployment; capability of being deployed using the existing C-17 ramp toe hydraulic systems; constructed to meet or exceed weight bearing capacity requirements; constructed of a material that can withstand harsh handling and weather environments, resistant to petroleum, oil, and lubricant (POL) products, have an anti-skid surface, and be intrinsically safe; operational (non-maintenance) ground and in-flight installation to the C-17 must be completed in 10 minutes or less, require no special tools, and use current ramp toe installation procedures; shall be an alternate mission kit. This is a full and open competition for a Cost Plus Fixed Fee (CPFF) type contract. The solicitation will be available electronically only.
