- The US Army, Communications-Electronics Command (CECOM) in conjunction with Program Executive Office Intelligence, Electronic Warfare and Sensors is requesting information to ascertain potential sources other than the prime-manufacturing contractor, to support, maintain and sustain the Joint STARS Common Ground Station (CGS) and Joint Services Work Station (JSWS) systems for both hardware and software. The CGS and JSWS provide support to Army Field commanders by simultaneously receiving, processing, manipulating, storing, displaying and disseminating intelligence information from multiple sensors and intelligence broadcast networks and by disseminating targeting and intelligence information to intelligence, fire support and command and control elements from Brigade to Echelons Above Corps (EAC). The CGS includes vehicles, one Lightweight Multipurpose Shelter (LMS), mission equipment, support equipment, software, generators, and trailers. Operator and maintenance trainers are also included. The CGS architecture (hardware and software) facilitates pre-planned product improvements (P3I) such as, additional sensors and command and control interfaces, enhanced processing and display capabilities, and growth to other platforms via technology insertion. The JSWS is a CGS workstation, which provides processing primarily for fixed site deployment. These systems receive data from the Joint STARS E8 airborne multi-mode radar subsystem, the Unmanned Aerial Vehicle, and the Commander's Tactical Terminal (CTT). Project Manager CGS/JTT production contracts procured 96 CGS systems and 41 JSWS systems, most of which are fielded and used by the United State Army, Navy and Marines. Although CGS/JSWS systems consist of a significant amount of Commercial-Off-the-Shelf (COTS) items, the COTS items are modified COTS at the exclusive direction of the manufacturing contractor. The Government does not have data on the modifications or any other technical data package and does not plan to procure one. System software (source code only) is proprietary to the developer/manufacturer and is not owned by the Government. Operation and Maintenance (O&M) for all CGS and JSWS systems are currently supported under a contractor depot program with developer/manufacturer Motorola Integrated Systems Division. This market survey is conducted for surveillance of industry competition for a follow-on O&M support contract. The support services would include but are not limited to engineering services, hardware and software maintenance, configuration management, field support, test support, and supplies such as repair parts. Support services would cover fielded (CONUS and OCONUS) and non-fielded (i.e. demonstrations/special projects/exercises) systems, training devices and ancillary equipment. This request for information is an expression of interest only and does not commit the Government to make an award, or pay proposal preparation costs, generated in response to this announcement.
