- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N65538-01-Q-0083, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The solicitation is a 100% small business set-aside. The associated NAICS code is 314121, and the small business size standard is $11.5 Million. Line items 0001 & 0002 are as follows: the contractor shall furnish all labor, tools, parts, materials, and equipment to provide and install draperies for specified windows in building 197, 3rd & 4th floors. On the 3rd floor (Line Item 0001), draperies will be provided and installed for the following window areas: Three (3) two window areas approximately 189" long each, a four (4) window area approximately 308 3/4" long, and a five (5) window area approximately 378 1/4" long. Sills for the 3rd floor windows are 12 1/2" wide. On the 4th floor (Line Item 0002), draperies will be provided and installed for the following areas: One (1) window area approximately 94 1/2" long, one (1) window area (to the wall) approximately 30 3/4" long, one (1) window area approximately 143" long, and one (1) window area approximately 150 1/2" long. Sills for the 4th floor windows are 5 1/2" wide. Draperies are to be fitted, manufactured and seamed together in accordance with Directorate of Central Intelligence Directives. All windows which might reasonably afford visual surveillance of personnel, documents, materials, or activities within the facility, shall be made opaque to preclude such visual surveillance. They are to be cotton velour fabric, 21 oz., by Dazian Fabrics and sand in color or equivalent. The draperies are to be fire retardant and in compliance with NFPA 701. Draperies are to be box pleated at 50% fullness, floor to ceiling, mounted to a fire treated wood board (1" X 3"). The board is to be wrapped in a white fire treated liner. Draperies are to be mounted at the ceiling and fall within 1" of the floor. They are to be lined with a 2-pass white blackout liner that faces toward the window. Award of this acquisition will be based on Best Value to the Government including price. A site visit will be held on 21 Feb 01 at 10:00am Eastern Standard Time. Offerors will meet at the NAVSEA Systems Command, Relocation Office (UNIDYNE Trailer), 3rd & "M" Streets, SE Federal Center (Washington Navy Yard), Washington, DC 20374. Offerors will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offers. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Required delivery and installation of the draperies is 30 days from the date of the order.
