Description

Services will include all managerial, technical, administrative, supervisory, direct labor, and overhead personnel as necessary to provide services and to operate, maintain, repair and improve facilities, utilities systems, grounds, vehicles, and equipment. The contractor shall provide equipment, repair parts, material, supplies, transportation, and tools except as specified as Government furnished, to perform the required services. The contractor shall be responsible for the following functional areas: wastewater collection, pumping, and disposal systems; potable water pumping, wells, treatment, storage and distribution systems; electrical distribution and emergency generation systems; liquefied petroleum and natural gas distribution systems; fuel distribution systems; hearing ventilation, air conditioning, refrigeration and compressed air and vacuum systems; building and structures; hazardous waste or material management and disposal; grounds and surfaced areas; swimming pools; elevators; pest control; transportation; messenger mail; and housing maintenance. This list is not intended to be all inclusive but rather to provide an overview of the variety of services required to support the mission of the Naval Air Station, Whiting Field. Proposal evaluation will be in accordance with the procedures set forth in Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation, with the exception of drawings, will be available at the site for viewing or downloading on or about 12 March 2001. Prospective offerors are encouraged to register at the web site once the solicitation is made available. This will normally be the only method of distribution of amendments, therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holders list will also be maintained on and can be printed from the web site. The resultant contract will have a performance period which includes a base year and four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement which consists of the submission of price and technical proposals. The proposed procurement listed here is 100% set-aside for small business. The NAICS for this procurement is 56121 with a size standard of $20M. A time and date for a preproposal conference will be established by amendment.
