- Description
- The Government hereby provides notice of its requirement to modernize Freight Elevator Number 1 at the James T. Foley U.S. Courthouse, 445 Broadway, Albany, N.Y. The freight elevator currently is a low-speed (100-FPM), medium capacity (5,000 lbs.) elevator designed for freight loading applications. This elevator is located in the rear (east side) of the building and travels between the basement, first, and second floors. Vertical power-operating bi-parting landing doors manufactured by Peelle are installed at each of the three (3) front entrances, as well as the rear entrance, and will be replaced with 1-1/2 hour fire rated doors. The majority of the original mechanical equipment components, i.e. hoisting machine, guide rails, car frame/sling, counterweight assembly and car safety, will be reconditioned and reused. Signal and motion controls, landing doors and door operating equipment, car gates and gate operator, electromechanical interlocks, car and hall operating fixtures, all wiring, and hoisting machine brake will be replaced. This elevator will be upgraded to include independent service and emergency fire service operation and the top of the elevator shaft will be enclosed. Other related building work will be required so that final installation meets all current building and elevator safety codes. This procurement is open to both small and large business concerns under the Small Business Competitiveness Demonstration Program. The IFB will include a 10% Price Evaluation Preference (PEP) for HUBZone small businesses pursuant to FAR 52.219-4 and an additional 10% Price Evaluation Adjustment (PEA) for small disadvantaged businesses pursuant to FAR 52.219-23, ALT II. The application of the 10% PEA will be limited to small disadvantaged business firms from the states of CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD AND VT. The magnitude of this project is estimated between $100,000.00 and $250,000.00. The North American Industry Classification System (NAICS) code is 235950 and the size standard is $11.5 million. The tentative solicitation issuance date is March 6, 2001. Pre-bid meeting will be held March 15, 2001 at 1:00 p.m. at the James T. Foley U.S. Courthouse, Room 212, 445 Broadway, Albany, NY. The solicitation, amendments to the solicitation and specifications will only be available in electronic form only and will be uploaded on the GSA FedBizOpps website at www.fedbizopps.gov; FBO for Vendors; GSA; PBS; Upstate Property Management Center (2PMC-U), Syracuse, NY. Any prospective offeror interested in proposing on this solicitation must provide to GSA your company name, address, phone number, point of contact, and e-mail address in order to be placed on the bidder's list for this solicitation. Hard copies of drawings will be available for viewing at the Upstate Property Management Center, Syracuse, NY, at the Building Manager's Office at the James T. Foley Courthouse, Albany, NY, or at plan room locations. Contractors are requested to provide a street address as compact disks (CD ROM) for drawings will be sent by overnight delivery and cannot be delivered to a post office box. Only one disk drawing package will be provided per contractor. Contractors should request E-mail notification from FedBizOpps in order to remain apprized of solicitation availability.
