- Description
- The Department of Energy (the Department) will be soliciting proposals in the middle of 2001 from private industry for remedial action, waste disposal, decontamination and decommissioning, and related services on a large portion of the Hanford Site. At present, the Department is seeking industry interest in providing these services in the spirit of full and open competition. Specifically, the Department is interested in industry advice on actions the Department can take to encourage offerors to propose on this important activity and any other measures that the Department can take to cause the work to be performed in the most cost effective manner: Placement into interim safe storage seven or eight former plutonium production reactors and demolishing dozens of associated structures; .remediation of approximately 700 waste sites; demolition of about 150 excess and aging facilities in Hanford's 300 Area; including two complex radiological hot cell facilities (324 and 327 buildings); and remediation of several contaminated groundwater plumes. In concert with the Hanford 2012 plan, the above services are scheduled to be completed by 2012. The Department intends to procure the above services using a Cost Plus Incentive Fee closure contract similar to those previously awarded at other Department clean-up sites. The contract performance would start July 1, 2002, and end when the clean-up is completed (nominally 2012). The Department is also seeking comment on the use of a one-step versus a two-step source selection process. Under the one-step approach, offerors would submit both cost and technical proposals for DOE evaluation and selection. Under a two-step approach, offerors would initially submit only technical proposals. DOE would then evaluate the technical proposals and down select based upon technical qualifications. In step two, the remaining offerors would submit cost proposals. DOE would then select based upon the technical proposals from step one and the cost proposals from step two. DOE is in the process of establishing an acquisition website in conjunction with the release of the draft Request for Proposals. This site will be used to provide acquisition information, including the draft and final solicitations, any amendments or clarifications, and other related information. Interested firms are strongly encouraged to frequently check this website for any new information. The decision to issue a Request for Proposals for the work described in this Notice is solely within DOE's discretion. Please note that this Notice is not a Request for Proposals.
