Description

NOTICE OF CONTRACT ACTION (NOCA) -- Electronic Systems Center = (ESC) is seeking qualified sources to procure Transit Cases, Laptop = Computers, Interface boxes and Cables or equivalent with same form, fit and = function as indicated by the specific items listed below in accordance with FAR Part 12, "Acquisition of Commercial Items". These devices will be used for the Theater Deployable Communications/Lightweight Multi-Band = Satellite Terminal (TDC/LMST) Interim Tactical Orderwire System (ITOS) Kits, = which must be fully compatible with the existing ITOS kits which contain the same cable interfaces and functional equipment. The following items = (or equivalent) and quantities are to be acquired, as specified below, and packaged and priced as one job. A Request for Proposal letter will be issued to the qualified sources after receipt and evaluation of the responses to this NOCA and will serve as the solicitation. The requirement is to provide a total of 20 ITOS kits, with each ITOS kit consisting of one (1) each of the = following items, except for Cable #1 of which the quantity is two (2) each per = ITOS kit. Rotomold transit case, single lid with dimensions outside L,W,H 25x19x15.37 and inside L,W,H, base-height, Lid-height 22,16,13.68, = 8.43, 5.25 inches, with one-inch foam insert, total qty 20; ITOS Interface = Unit (RE Smith NSN 5895-01-437-2590, DISA Certified), total qty 20; PCMCIA Serial Port Card (Rugged I/O), total qty 20; Cable #1, 5 feet long with ED/Q Thumbscrew cables with non-removable EMI/RFI hoods, 24AWG (7x32) conductor stranded copper, DB25 Male to Female connectors, 25 (12 =BD = pairs) pins 1-25, total qty 40; Cable #2, 5 feet long, ED/Q Thumbscrews cable with non-removable EMI/RFI hoods, resistance 300 Ohms per 1000 feet, shielded 100% aluminum foil 85% tinned copper braid, mutual capacitance 13.3pF per foot, DB9 Male to Female connectors, 9 (4 =BD pairs) all pins, total qty 20; DB9 Female = to DB25 Male AT Serial Adapter, total qty 20; Laptop Computer (Minimum features: Windows NT capable, 4 GB HD, Floppy, 64 MB RAM, Internal = Speed of 600MHz, 2 communications ports, 1 Comm Port may be on PCMCIA Card), total qty 20; 300 Foot Control Cable (consisting of 10 conductor = shielded cable, with DB37 (Male) connector, and DB9 (Male) connector, with Pin assignments DB37-1 to DB9-1, DB37-20 to DB9-4, DB37-22 to DB9-5, DB37-5 = to DB9-8 and DB37-7 to DB9-9), total qty 20; 300 foot orderwire cable (consisting of 15 conductor shielded cable, with DB37 (Female) = connector, and DB37 (Male) connector, with pin assignments 1 to 1, 4 to 4, 6 to 6, = 8 to 8, 17 to 17, 22 to 22, 24 to 24, 26 to 26 and 35 to 35) total qty = 20. The following part numbers are examples of these items: Transit Case (Hardigg Part No. AL2216-0805), Cable #1 (Black Box Part No. EGM-25C-0005-MF) and Cable #2 (Black Box = Part No. EGN-12D-0005-MF). Delivery is required by 15 July 2001. FOB point = is destination. Delivery is required to eight (8) different locations for the specified kit quantities; Hickam AFB, HI, 2 EA; Dyess AFB, TX, 2 = EA; Cannon AFB, NM, 2 EA, Ellsworth AFB, SD, 2 EA, Holloman AFB, NM, 2 EA, Travis AFB, CA, 2 EA; Pope AFB, NC, 2 EA; and Hanscom AFB, MA 6 EA. Interested firms must provide sufficient documentation to demonstrate = that they can provide all required items, as detailed in this announcement, within the specified schedule. This may include company = qualifications, equipment spec sheets, and catalogs, or if offering equivalent items, technical information documenting that the substitute items are the functional equivalent of the specified items. Each offeror must state whether it is a large = business, small business, small disadvantaged business, 8(a) concern, = veteran-owned small business, service-disabled veteran-owned small business, = women-owned small business, or HUBZone small business. Defense Priorities and Allocation Systems (DPAS): The DPAS assigned rating for orders is DO. Applicable Commerce Business Daily Notes: None. This notice does not constitute a Request for Proposal and it does not restrict the = Government as to the ultimate acquisition approach, nor should it be construed as = a commitment by the Government. An Acquisition Ombudsman has been = appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager = and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The = Ombudsman will maintain strict confidentiality if desired. The Ombudsman does = not evaluate proposals or participate in source selection.
