- Description
- The United States Air Force is tasking Lockheed Martin Systems Integration-Owego (LMSI-O) to conduct a trade study of portal products under the Global Combat Support System -- Air Force (GCSS-AF) contract. A portal product is under consideration to be the Common User Interface Facility or Presentation Layer of the GCSS-AF Integration Framework. To run as part of the Integration Framework, the portal product must invoke or implement the standards previously published on the Electronic Systems Center business opportunities Internet web site (HERBB) at http://herbb.hanscom.af.mil/esc_opps.asp?rfp=R135. The System Requirements Specification (SRS) was also posted to the HERBB earlier this year to solicit industry's response to the requirements for the Air Force Portal (AFP). Those responses were analyzed, and the requirements specification was updated accordingly. The Air Force seeks to identify vendors who offer existing portal products currently or are expected to be available through the General Services Administration (GSA) Federal Supply Schedule (FSS) for information technology. Interested vendors should complete the survey provided on HERBB and send to John Wunder; Lockheed Martin Systems Integration -- Owego; 1801 State Route 17C, M/D 0605; Owego, NY 13827-3998 or E-Mail to john.wunder@lmco.com arriving by 4:30 PM EST March 2, 2001. Further, potential vendors have until 4:30 PM EST February 23, 2001 to submit questions (through John Wunder) regarding clarification of survey information. LMSI-O is tasked to use the survey responses to conduct a trade study concerning available portal products. LMSI-O will study portal products to determine capabilities, including their capability to integrate with the GCSS-AF integration framework. The USAF intends to purchase a portal product from the General Services Administration (GSA) schedule for information technology. The USAF intends to select one product for the initial installation of the AFP with the intent to acquire additional portal products in the future. The USAF plans to conduct a best value selection from at least three products available under the GSA information technology schedule. The best value criteria will consider product capabilities, demonstrated performance, scalability and price. The best value determination will include verification and performance testing at Gunter AFB in the SSG/DII lab. Verification tests will be accomplished via a test of the vendor Portal Solution with the GCSS-AF Integration Framework. The verification and performance testing will be conducted in accordance with test plans that will be published on HERBB. The test plans will describe test procedures as well as the test lab configurations. During the tests, vendors will demonstrate that their product meets the Air Force needs and complies with the required standards. Testing is anticipated to occur in the March to April timeframe of 2001. Interested vendors should review the information previously published to HERBB and monitor that site for future developments and publications. The purpose of this CBD announcement is to make industry aware of the trade study and refer them to the HERBB to obtain the survey. Further it advises potential offerors of the USAF interest in purchasing a portal product or products.
