Description
The Department of Energy, Oakland Operations Office (DOE/OAK) proposes to award to Mr. John Marion, an individual contractor, a sole-source purchase order for advisory and assistance services to the Assistant Manager, National Nuclear Security Administration (AM NNSA). This sole-source acquisition is in accordance with the exceptions to full and open competition outlined in the Federal Acquisition Regulations (FAR) part 6.302-1. NNSA/OAK is currently responsible for a number of Special Access Programs (SAPs) that involve significant national security issues. These SAPs require unique capabilities and responsibilities to ensure the success and integrity of these programs. This contract will provide technical support for Oakland in the area of nuclear weapon surety (safety, security, use control and reliability) and expertise to interact with LLNL and Headquarters in major LLNL activities. Additionally, the Contractor will serve OAK as a member of the Use Control Effectiveness Committee and as the Use Control Facility Coordinator. These services will require a minimum of a "Q" and SCI clearance, as well as particular Headquarters-approved clearances. In addition, the Contractor must be a TS Authorized Derivative Classifier, have extensive knowledge and experience in nuclear weapons design and production, and have knowledge of use-control features. The site for services will be: DOE Site Office, 7000 East Avenue, Building 311, Livermore, CA 94550. The period of performance will commence on or about March 1, 2001, and continue through February 28, 2002. Any party that can provide identical or equivalent services must respond within ten (10) working days from the date of this notice. Written responses must provide clear and concise documentation indicating why it is more advantageous to the Government to consider other than the contemplated action.
