Description
This is a total emerging small business set-aside. An emerging small business is defined as a small business concern who's size is no greater than 50% of the numerical size standard applicable to the NAICS code assigned to this announcement. NAICS code for this announcement is 541330. The small business size standard for this code is $4.0 million; therefore, the emerging small business size standard is $2.0 million. Provide professional A/E design services to include site evaluation, determination of requirements, recommendations, and design for Project Renovate Canteen Retail Store, Project 534-01-901 at the Ralph H. Johnson Dept. of Veterans Affairs Medical Center, Charleston, SC. Effort will include planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates & construction period services as necessary for demolition, construction, inspection, testing & certification & as-built documentation. Conceptual phase will include a feasibility study to determine ability to modify existing seismic walls for doorways & entrances to accommodate the layouts & equipment & fixtures proposed by the Veterans Canteen Services. Project is intended to relocate, expand, & upgrade the Retail Store in order to allow wider aisles, better handicap accessibility, & a wider variety of merchanidise. Existing retail space will be converted to a dining room, vending bank will be moved to the existing dining room. Disciplines involved are primarily architectural & structural, but will include other disciplines as needed, such as electrical & mechanical. Estimated construction cost is $235,000. All professional services shall be a part of the design team announced in the SF 254's & 255's. Specific evaluation factors, not in priority order shall be: 1) Team proposed for this project: Professional qualifications of the entire team in the area of Health Care Facility Design are necessary for the satisfactory performance of the required services. The team will be given particular attention for its overall coordination; previous experience in working together as a team; & estimating capabilities. Individual members of the team will be considered for their professional qualifications & experience relevant to the project. 2) Previous experience of the proposed team: Prior experience by all members of the team in the design of alterations, maintenance & repair projects, development of conceptual designs, & preparation of construction documents including estimates & specifications. Specialized experience & technical competence by all members of the team in health care facilities, government agencies, & the Department of Veterans Affairs facilities. 3) Proposed design approach for this project: Proposed design philosophy, anticipated problems & potential solutions. 4) Proposed management plan: Team organization for conceptual, design, & construction phase. Ability to meet project specific design deadlines. 5) Location & facilities of working offices within a 200-mile radius of Charleston, SC, including the prime firm & consultants. 6) Other: Techniques planned to control the schedule & costs, personnel responsible for schedule & cost control, estimating effectiveness of the 10 most recently bid projects, AutoCAD Release 14 capabilities, Internet accessibility, past litigation involvement, etc. A/E firms are required to respond in writing if interested & shall submit a completed SF 254 & SF 255 to the Ralph H. Johnson Dept. of Veterans Affairs Medical Center, 109 Bee Street, Charleston, SC, 29401-5799. SF 254's are NOT kept on file at this VAMC. Firms responding to this announcement by 2:00 PM, March 19, 2001, will be considered. Firms selected for interview will be requested to present their approach for this project & demonstrate their experience. This is not a request for proposal. Contract award is subject to the availability of funds.
