Description

The Government intends to negotiate on a sole source basis a Requirements Type Contract with firm fixed unit prices with Tech-Assist, Inc., 5301 Buckeystown Pike, Suite 306, Frederick, Maryland, 21701, Attn: Matt Lechowicz, for Shift Operations Management System (SOMS) which consists of software, licenses, technical services, and training. This non-competitive action will be processed under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This acquisition will be solicited in accordance with Far Subpart 13.5, Clinger-Cohen Test Program, Commercial Item Solicitation, conducted under simplified acquisition procedures as required by SUPSHIP, Newport News, Virginia. Services are to be performed on board naval vessels. The resulting contract will be for a base period of twelve months with four one-year option periods and will include FAR 52.217-8 "Option To Extend Services." The North American Industry Classification System (NAICS) Code is 541511, and the size standard is $18 Mil. The solicitation will be posted on NECO Website located at: http://www.neco.navy.mil. The solicitation will not be mailed to offerors. The offerors are responsible for downloading the solicitation from the website. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source or offerors are available and more advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
