Description

DESC Technical expertise will be acquired to advance and adapt the original, unique market share methodology used in the Green Lights market transformation study. This requirement is a follow-on which will adapt and apply the author's methodology to develop future evaluation methodologies for Energy Star in the commercial and industrial buildings market. The econometric model is the only one of its kind in the country due to its unique top down program evaluation methodology and it's author is the only non-Agency source that completely knows how the model was constructed and how it can be improved and applied, as well as where it may be vulnerable to critical outside review. It is the Governments intent to award a sole source Time and Materials, completion contract. The contract period of performance shall be for a base year with two(2) 1-year option periods. The contract will have an estimated total level of effort of 8,400 professional and technical hours. Alternate proposals will not be accepted. The NAICs is 541690. The purpose of the CBD announcement is to notify interested parties of EPA's intention to award a sole source contract, and direct interested parties to the EPA's "doing business with EPA" Internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available. The RFP, amendments and other related items for this procurement will be posted on this Web site and can be downloaded/viewed.
