Solicitation is issued as Other Than Full and Open Competition in accordance with FAR 6.302-1, restricted to SNC Technologies, Le Gardeur, Quebec, Canada. See Note 22. Copies of the solicitation can only be obtained by down-loading it from the OSC home page website at http://www4.osc.army.mil/scripts/padds_web/open4.asp.
