Description
The Naval Aviation Depot, MCAS, Cherry Point, NC has a requirement for a Housing-Liner Assembly in support of the CH53 aircraft. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is M00146-01-R-0014 and is being issued as a Request for Proposal (RFP). (iii) Source(s): (Cage 78286) Sikorsky Aircraft Corp, 6900 Main St, Stratford, CT 06615 (iv) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-21 and Defense Acquisition Circular (DAC)98-24. (v) The North American Industry Classification System (NAICS) Code is 336413 with a corresponding size standard of 1000. (vi) This requirement is for Line Item 0001: Housing-Liner Assembly, P/N: 65357-07002-044, NSN: 1615-00-185-1650, Qty: 15 each. (vii) Required delivery schedule is 30 days ARO or less. Place of delivery is Naval Aviation Depot (NADEP) Receiving Officer, Cunningham Street, Bldg 159, Bay Door R4, MCAS, Cherry Point, NC 28533 with FOB destination. Final inspection and acceptance shall be performed at destination by NADEP within 15 working days after receipt of material. (viii) The following provisions and clauses, which are incorporated by reference, apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions applies. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies with the following FAR clauses in paragraph (b) and (c) which will apply to the resultant contract: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52.219-14; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; 52.225-18; 52.232-33; and FAR 52.247-64. DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies with the following clauses in paragraph (b) which will apply to the resultant contract: DFARS 252.225-7001; DFARS 252.225-7012; DFARS 252.225-7036; DFARS 252.243-7002 and DFARS 252.247-7024. (ix) Offerors are to include a completed copy of the provisions at FAR 52.212-3,and DFARS 252.212-7000 with their proposal. (x) Contract Award -- The Government intends to award a firm-fixed price contract resulting from this solicitation to the low, technically acceptable, responsive, responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government. In accordance with FAR 15.304, past performance will be evaluated. Offeror must provide Government Agency or Company Name and POC Name, phone and fax numbers and e-mail address for three (3) of your most recently completed contracts, for like or similar items, that we may contact to obtain past performance data. The Government may (1) reject any or all offers if such action is in the public interest, (2) accept other than the lowest offer, and (3) waive informalities and minor irregularities in offers received. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. (xi) Offeror must provide company complete mailing and remittance addresses, Cage code, Dunn and Bradstreet Number, Taxpayer ID number, payment terms and anticipated delivery/availability of item. Effective 01 March 1998, all contractors must be registered in the Central Contractor Registration (CCR) database as a condition of contract award. Contractors may register at http://www.acq.osd.mil or call the DoD Electronic Commerce Information Center at 800-334-3414. Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are completed and returned as called for in this solicitation. Offerors not in possession of the above referenced clauses in full text may obtain them at http://farsite.hill.af.mil/. (xii) This requirement has been assigned a Defense Priorities and Allocations System (DPAS) rating of DO-A1B. (xii) Responses to this solicitation are due by 4:00 p.m. on 03 March 2001 and must be submitted to the Contracting Department via (1) U.S. Postal Service at: Supply Directorate, Contracting Department, PSC BOX 8018, MCAS, Cherry Point, NC 28533-0018, (2) FedEx, UPS, etc. by delivery to: Supply Directorate, Contracting Department, Cunningham Street, Bldg. 159, Door T1, MCAS, Cherry Point, NC 28533, or (3) facsimile at: (252) 466-3571. The offeror is responsible for insuring that proposals are received at the Contracting Department before closing date and time specified. No oral offers will be accepted.
