- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation is (Request for Quotation) F33660-01-Q7008. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This procurement falls within the definition of North America Industry Classification Code 333314. The small business size standard is 500 employees. The Small Business Competitiveness Demonstration Program is not applicable to this procurement. Contract Line Item Number (CLIN) 0001 is for 6 each Variable Optical Wedges. CLIN 0002 is for Data, consisting of a commercial off the shelf manual; CLIN 0003 is for 0-9 each FY-02 Option, Same as CLIN 0001 and CLIN 0004 is for 0-9 each FY-02 Option, Same as CLIN 0002. Technical specifications are: This technical description covers a variable wedge assembly with a remote adjuster. The wedge will embody the following salient characteristics, which are essential to the needs of the government. The variable wedge assembly will consist of a single glass wedge in a rotating housing. The rotation control for the wedge will be a flexible mechanical linkage attached to the wedge housing. The deviation angle for the variable wedge assembly will be adjustable from -15 seconds to +15 seconds in either azimuth or elevation. The wedge will have a scale mark for it to be used in either azimuth or elevation, by rotating the wedge in its housing by 90 degs. The actual deviation angle for the wedge will not exceed 20 seconds. The scale will be divided into 1-second increments. The deviation of the wedge will be within plus or minus 0.5 seconds of the indicated reading from _10 to +10 seconds. From _15 to +15 seconds the deviation angle will be within plus or minus 1 second of the indicated reading. The design wavelength for the wedges will be 660nm. The manufacturer may use the dispersion constants for the glass used in the wedge to calculate the deviation angle at 660nm in lieu of measuring it at this wavelength. The clear aperture of the wedges will be at least 50 mm, but not more that 100 mm. The glass will be a low dispersion type to minimize variation of the deviation angle with respect to the wavelength of the light used for the measurement. The manufacturer will provide the nominal dispersion coefficients for the specific type of glass used for the wedges. The housing for the wedge will have a base that is nominally parallel to the scale indicator. The wedge will be supplied with a fitted storage case to protect the item when not in use. The wedge will be supplied with a user manual, which includes information on care and handling of the wedge, including cleaning instructions. Commercial parts and materials that are used will have properties consistent with a precision laboratory instrument. The equipment will be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It will be designed and manufactured to maximize reliability, maintainability, accuracy, and ease of operation. All parts of the units described will be able to withstand the conditions met in shipping, storage, installation, and service. All material and parts of this equipment will be capable of withstanding environmental testing requirements of this specification. Matched and selected components will be kept to an absolute minimum. Use of specially built, nonstandard components other than switches and similar individual assemblies will be avoided whenever possible. All accessories necessary for normal operation will be supplied. The wedges will function normally to the specifications listed in this technical description in the following laboratory environment: Temperature: 67 to 69 degrees F; Humidity: 20 to 45 percent RH; Normal variations of barometric pressure. The wedge will be inspected and accepted at destination/AFMETCAL, Heath OH. The system will be tested to assure that the specified technical and performance requirements as stated above are met. Test equipment used will have first echelon certification directly traceable to the National Institute for Standards and Technology (NIST) where required. Such testing at destination does not relieve the contractor of performing all inspection and quality checks at the point of fabrication, or as necessary to assure performance as specified herein. Proposals submitted in response to this technical description will directly address each requirement as stated above. Broad or nonspecific statements of compliance or lack of response to specific requirements may cause the proposal to be considered non-responsive. Delivery is FOB Destination. Delivered quantity will be 3 each no later than 180 calendar days after award and continue at a rate of 3 each every 30 calendar days thereafter until completion. Delivery will be made to Wyle/AFMETCAL Transportation, 813 Irving-Wick Drive, W, Door 15, Heath OH 43056-6116. FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this procurement.
