- It is the Government's intent to acquire on a sole source basis Software Maintenance for the Electronic Data Warehouse from Mobius Manangement for the period of one year. Mobius software is proprietary to Mobius Management Systems, Rye, NY., and there is no other known source. FOB Destination. All responsible sources may submit a proposal, which if timely received, shall be considered. All requests for the solicitation must be in writing.
