- Description
- The U.S. EPA, National Risk Management Research Laboratory intends to negotiate on a sole source basis with West Virginia University Research Corporation(WVU)for the break-in and evaluation of a heavy duty engine under the authority of FAR. The professional services to be provided are to: (1) break-in the National Risk Management Research Laboratory's (NRMRL's) new Detroit Diesel Series 60 engine using an engine dynamometer; and(2)evaluate particle characterization methods using a standard dilution tunnel meeting 40 CFR, Part 86, Subpart N operated as part of the dynamometer system. During this evaluation, both delicate optical instruments will be used and time-sensitive samples will be collected for detailed chemical analysis. To avoid damage or loss, the instruments and samples will be transported by NRMRL personnel in a government vehicle to and from the contractor's facilities. It is critical, therefore, that the contractor be located no farther than an 8-hour commute (i.e., ~ 400 miles) from Research Triangle Park, NC (RTP). WVU is the only known source which has both the necessary facilities and expertise meeting the 40 CFR, Part 86, Subpart N engine certification requirements and is located within the required 400 mile radius of RTP. EPA source research indicates West Virginia University Research Corporation is uniquely qualified to meet this requirement for the reasons given. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potentital of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquistion Procedures. See Numbered Note 26.
