- Description
- The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) which will solicit proposals to provide Scientific and Technical Consulting Services for the Maternal and Child Health Bureau (MCHB). The overall purpose of this project is to: (1) examine current informed consent/dissent materials and processes for newborn genetic screening, (2) develop model policies, procedures and materials for an informed consent process based on that examination, and (3) address model policies for storage and use of and access to newborn blood spot screening samples within the policies and procedures developed for informed consent. The project is designed to pilot the model policies and procedures and material in three states. This contract shall use the recommendations found in the article entitled: "Serving the Family from Birth to the Medical Home, A Report from the Newborn Screening Task Force," Supplement to Pediatrics, August 2000, Volume 106 (2), 383-426, as the framework for delineation of tasks. This contract shall undertake a standardization process that will include the development of model policies and procedures and minimum standards for state newborn genetic screening programs for the informed consent process that also addresses the use and storage of and access to newborn residual blood spots. The contract will consist of FOUR major phases: (1) project planning; (2) an investigative phase for: (a) the examination of available information concerning the informed consent process in state newborn screening programs and anticipated future directions, including delineation of best practices for the informed consent process within screening programs, and (b) the examination of current policies and procedures for the use and storage of newborn screening residual blood spots; (3) the development of a set of recommendations based on this best evidence that will address: (a) model policies and procedures for a state newborn screening informed consent process, (b) the identification of appropriate health outcomes to be incorporated into evaluation protocols for state newborn screening program monitoring, and (c) model policies and procedures for the use and storage of newborn screening residual blood spots; and (4) the piloting in states of the recommendations for model policies and procedures. The North America Industry Classification System (NAICS) Code for this requirement is 541720 "Research and development in the Social Sciences and Humanities." All responsible sources may submit a proposal, which shall be considered by the Agency. Solicitation will be issued on or about March 22, 2001 with a closing date on or about April 27, 2001.
