- Description
- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), in conjunction with Illinois officials, requires a contract for Mauget trunk injection treatments for control of Asian Longhorned Beetle (ALB) Anoplphora glabripennis (Motschulsky) in the Chicago area of the State of Illinois, including but not limited to, Addison, Summit, and All Saints. The contract is necessary to reduce the potential for damage from this major pest to trees. ALB bores into and kills a variety of tree species including species of maple, elm, chestnut, birch, poplar, willow, and hackberry. This nonnative pest has the potential to spread to other areas of the United States and cause extensive losses to ornamental and commercial tree species. As a consequence, the Secretary of Agriculture has declared an emergency for the eradication of ALB in the areas identified. PPQ intends to treat approximately 23,000 trees (plus or minus 20%) with a total diameter at breast height (d.b.h.) of approximately 272,450 inches averaging a 12 inch d.b.h. per tree. The effective period of the contract will be from date of award through September 30, 2001. However, Mauget treatments must be completed prior to adult emergence and flight which begins in late spring and early summer. Therefore, PPQ intends to begin treatments on or about April 1, 2001 and end by mid-June, 2001. Due to the unusual and compelling urgency created by the infestation of ALB, the RFP was issued to companies on the APHIS qualified bidder's list (QBL) on Friday, February 23, 2001. Offers are due to the Contracting Officer by 11:00 A.M., Central Time, Tuesday, March 13, 2001. Consideration for award is limited to companies on the APHIS QBL. Interested companies may apply for consideration for addition to the QBL. However, due to the emergency nature of the ALB eradication program, contract award "will not" be delayed pending approval of QBL applications. Applications with supporting data must be approved by the Contracting Officer by the time and date specified above for receipt of offers to receive consideration for this contract. Applications approved after the date and time for receipt of offers will be added to the QBL for future consideration. This solicitation is issued on an unrestricted basis, however, award preference will be provided to companies on the QBL certified under the Small Business Administration HUBZone and Section 8(a) programs, and other small and small disadvantaged businesses.
