Description

The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire through other than full and open competition, on a Sole Source basis with Raytheon TI Systems Inc of McKinney, TX, Contractor Engineering Technical Services (CETS). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This is a requirement for an estimated 84 man months of CETS to various Fleet and shore activities for the purpose of informing, instructing, training Department of Defense personnel in the installation, operation and maintenance APS-137 (V) 5 Inverse Synthetic Aperture Radar (ISAR) systems and associated support equipment in connection with the P3 and S3 aircraft, the Forward Looking Infrared (FLIR) and associated equipment on the F18. The applicable period of performance is 1 January 2002 through 31 December 2002. This effort will be covered by a modification to contract N00140-01-D-K007 of the existing contract. This procurement covers the minimum needs for the relevant period. Raytheon TI Systems is the Original Equipment Manufacturer(OEM) and the only known source possessing the available requisite data and specific technical support knowledgeable of this equipment. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent in not a request for competitive proposals, however, information received within forty-five (45) days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. The Government will not pay for information received. Note 22 applies. The applicable North American Industry Classification System (NAICS) code is 541330 ($20 million).
