Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 776-01-004 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22, Items II and VI. The Office of Information National Training and Education Center (NTEO) is seeking the following webconferencing services: (a) Ability to connect up to 25 concurrent users into a webconference at any given time during normal business hours nationwide (8 am ET to 5 pm PT). Webconferences will be used for the following functions: training and education events; virtual meetings; technical support to IT end users; needs assessment sessions with customers; live demonstrations of NTEO-supported software; web touring of NTEO web site. (b) Hosted services, requiring no technical support or server maintenance by NTEO or other VA staff. (c) Ability to use the concurrent 25-user connection for an unlimited number of hours and conferences during the contract period. (d) Floating user licenses, so that the 25 conference places can be used by different individuals each time a conference is held. (e) End user technical support. (f) All upgrades and updates during the contract period. (g) Training for NTEO and affiliated staff on use of the system. (h) Instructor/session features, including: chat, whiteboarding, polling, and questioning. (i) Ability to record webconferences, including live application demonstrations. (j) Ability to obtain files with recorded webconferences, including live application demonstrations, in order to place them on the NTEO web site. (k) Ability to connect more than 25 concurrent users on occasion, with or without spiking/overage fee. (l) Ability to schedule a webconference immediately. (m) Opportunity to reevaluate the contract after 90 days and make changes to or cancel the contract based on experiences with the webconferencing system. Note: NTEO does not seek any telephony services through the vendor, but will provide its own telephony for the webconferences. Service should begin March 12, 2001 at the NTEO. The Government will initially contract for a 90-day proof-of-concept period of performance; if the system performs successfully within the VA's network and firewall system, in terms of efficacy and customer satisfaction, a nine-month order will be issued to the incumbent to continue the service. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition; However, items (i), (l) and (m) described above will be considered critical factors in selecting the awardee. Quotes must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition; the following additional clauses are applicable, as referenced by the paragraph number in the clause: (b)(5); (b)(8): (b)(11); (b)(12); (b)(13); (b)(14); (b)(16; (b)(17); (b)(23); (b)(24); (b)(25); (b)(27); (c)(1); (c)(2); (c)(3); (c)(4); and (c)(5). All responsible sources may submit a quotation, which shall be considered. It is anticipated that award will be made without discussions; although, the government reserves the right to hold discussions if necessary. Quotes shall contain at least three (3) references that have received similar equipment/services during the last three (3) years, with phone and fax numbers of individuals, to obtain Past Performance Information. Award will be made on the basis of best value to the Government. Technical capability (i.e., ability to provide the required services) and past performance, when combined, are significantly more important than price. Quotes must be received by February 27, 2001, at 4:30 p.m. ET. Quotes may be (a) mailed to the Department of Veterans Affairs, OI Service Center, CBC, 10000 Brecksville Road, Brecksville, OH 44141; (b) handcarried to that same address; (c) e-mailed to George.Leininger@med.va.gov; or (d) faxed to (440) 746-2159.
