- Description
- D-Technical Support Services. This is not a notice for solicitation. The U.S. Geological Survey has prepared a draft Request for Proposal (RFP) for technical support services for the National Mapping Program. The draft RFP is available electronically at http://www.usgs/contracts/TSS-RFP. The draft RFP is composed of the following sections: Tables of Contents, Section B-J, L&M, and Attachments A, B, C, G, & H. Those responding should use section and page numbers when making comments. There are five (5) Mandatory requirements which all vendors must provide to be considered for an award. These Mandatory requirements are listed in Section C382 of the draft RFP. In addition to general review of the above sections, vendors are also requested to comment on the following specific topics: (1) Contract Management Plan (Task 0100): Comment on whether the Government should dictate the number of management personnel and position description responsibilities and qualifications OR if the number of Contractor personnel and their responsibilities and qualifications should be left up to the individual vendor. Comment on what criteria you would recommend that the Government evaluate with regard to the Management Plan; (2) Camera Calibration (Task 0117): Based on information that the U.S. Geological Survey currently has, the only known source for these services is the incumbent contractor. Comment on your general knowledge of this requirement, how you might meet the requirement, any recommendations as to how to these services may be obtained, etc. The USGS is considered removing this task from this requirement and issuing as a separate procurement; (3) Product Delivery (Task 0302): Provide position descriptions and recommendations on how to propose this task. (4) Data Entry (Task 0308): Comment on your general knowledge of this requirement, how you might meet the requirement, any recommendations as to how to these services may be obtained, etc.; (5) Section M2320(b)(6); and (6) Comment on what mandatory requirements there should be for the various key personnel. Your written comments are requested to be provided within 30 days of the date of this announcement. Comments received after that date will be reviewed to the maximum extent possible. Submittal of comments is requested in both eletronic and hard copy. There will be no individual or formal reply to the comments and not all comments will result in changes to the statement of work or any other sections. However, all objective comments will be reviewed and considered. Since the Government may use comments in the development of a future competitive solicitation, the Government generally considers information submitted in response to this request as source selection information. The Government does not intend to award a contract on the basis of this document or otherwise pay for the information solicited.
