Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) intents to solicit, negotiate and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to iNEWS, 6400 Enterprise Lane, Suite 200, Madison, Wisconsin 53719 to provide annual iNEWS software maintenance for a one (1) year period beginning March 2001 for the iNEWS software application (formerly Avstar) installed in various VOA Newrooms both domestic and overseas. This application software is used by VOA to provide real-time newswire information to VOA's newsrooms and language services. The above software maintenance is proprietary to iNEWS and is not available from another source. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: Awhen the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.@ This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such price quotations by 5 p.m. Wednesday, March 14, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
