Description

Design and Build Whole Neighborhood Revitalization by replacement of 140 up to 204 Senior Noncommissioned Officer Family Housing Units. Work includes extension, modification and replacement of street and utility infrastructure. Construction will consist of variously configured single one-story buildings. The design includes frame construction with a mix of brick veneer and stucco/brick veneer, garages, passive solar features, heating and cooling by individual units, hard wired interconnected smoke detectors, and all equipment and appliances for functional living units. Supporting facilities include landscaping, streets, sidewalks, driveways, street lighting, utility services, telephone and cable TV systems, storm drainage, recreational areas, perimeter and privacy fencing. The site is flat and all existing homes have been demolished under a previous contract. Project will also include dcemolition of 174 existing housing units to include asbestos and lead-based paint removal/abatement. At least five percent of the quarters will be constructed such that they are accessible and easily modifiable to accommodate requirements of the handicapped. Estimated value is on the low end of the Defense Federal Acquisition Regulation Supplement stated range of "between $25,000,000 and $100,000,000". The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation. Offerors from all qualified business concerns are solicited. Proposals from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: Small Business 61.4%; Small Disadvantaged Business 9.1%; Women-Owned Small Business 5.0%; Veterans Small Business 3.)%; Historically Black Colleges & Universities/Minority Institutions (where applicable 2.0%; and HUBZone Small Business 0.5%. The North American Industrial Classification System (NAICS) Code applicable to this project is 233210, Commercial and Institutional Building Construction, which corresponds to SIC Code 1521. The Small Business Size Standard is $27.5 Million. Solicitation to be issued on or about 13 March 2001. Proposals due on or about 26 April 2001.
