Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information provided in this notice. This announcement constitutes the only solicitation: A quote is being requested and a written solicitation will not be issued. Solicitation number F6550101QA003 is issued as a Request for Quotation (RFQ). Rental of the following equipment: One (1) Backhoe, Manufactured by Caterpillar, Model: JCB Series 215-4WD or Equal and Two (2) Soil Compactors, Manufactured by Caterpillar, Model 825C or Equal: Two (2) Drill, Air Track with Compressor, Manufactured by Ingersoll-Rand, Model EMC350 or Equal: Two (2) Excavator, 35 ton, Manufactured by Hitachi, Model EX330LC or Equal: Four (4) Haulers, Articulated, 30 ton, Manufactured by Volvo, Model: A25C or Equal. See attached specifications. The incorporated document provisions and clauses are those in effect through Federal Acquisition Circular 97-17. The Standard Industrial Classification Code is 7353 with a Small Business size standard of $5.0 million. Contractor shall provide all parts, labor, tools, equipment, supervision, personnel, materials and transportation necessary to fulfill the requirements of providing Heavy Leased Equipment in accordance with (IAW) the Scope of Work. Delivery terms shall be FOB destination with service to take place at the Alaska Road Camp on Hemlock Bay, Alaska. Performance period is 10 Apr 2001 through 10 September 2001 with one (1), year option period. The following provisions and clauses are incorporated and shall remain in full force in any resultant purchase order; FAR Part 52.212-1; Instructions to Offerors, Commercial Items is incorporated by reference. FAR 52.212-2, Evaluation _ Commercial Items the blanks are completed as follows: (a) the award will be made based on price and price related factors, and specifications. The government reserves the right to make award on the initial quote received without discussions. Each offeror shall include a completed copy of the provision at FAR 52.212-3; Offeror Representations and Certifications- Commercial Items with its quote. FAR Part 52.212-4; Contract Terms and Conditions- Commercial Items, is incorporated by reference and applies to this acquisition. Incorporate the clause by reference at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders _ Commercial Items. The following clauses are hereby added by addendum 52.211-6, Brand Name or Equal, 52.217.8 Option to Extend Services, 52.217-9 Option to Extend the Term of the Contract, and 52.232-18 Availability of Funds. Each offeror shall include a completed copy of the provision at DFARS 252.212-7000 Offeror Representations and Certifications _ Commercial Items and with its quote; 52.228-5, Insurance_Work on a Government Installation; 52.245-4; Incorporate DFARS 252.212-7001; Contract Terms and Conditions Required to Implement Status or Executive Order Applicable to Defense Acquisitions of Commercial Items. However, for paragraph (b) only the following clauses apply, 252.225-7007; Buy American Act_Balance of Payments Program, 252.225-7012; Preference for Certain Domestic commodities, 252.227-7015; Technical Data_Commercial Items, 252.227-7037; Validation of Restrict Markings on Technical Data, 252.243-7002; Requests for Equitable Adjustment, and 252.247-7024; Notification of Transportation of Supplies by Sea.
