Description
Supplemental A/E Professional Services for the State of Michigan, GS05P01GAD0072, ZMI 01005 Indefinite quantity contract to provide full service supplemental architect/engineering services based on, but not limited to, the issuance of work orders for the preparation of designs, plans, specifications, estimates, record drawings, miscellaneous studies and reports, surveys and construction inspection services for projects within the geographic borders of the State of Michigan. Project may also involve work in specialty areas such as alterations in historic buildings or asbestos abatement work. Services may include assisting the GSA staff in _in-house_ design and construction inspections. Other construction related services that may be awarded include land surveys, material testing services (including concrete, structural steel, soil testing, comprehensive subsurface investigations and structural study of existing buildings). Discipline and services required may include architectural, electrical, mechanical, structural, civil engineering, communications, energy conservation, cost estimating, elevator design, fire-safety and hazardous material consultant services. The duration of the base contracts will be for one year. The contract will include a provision for four (4) options; each will extend the contract for an additional one-year period and may be exercised at the option of the Government. Two separate contracts will be awarded to two separate A/E firms for projects in the State of Michigan. The maximum order limitation may not exceed seven hundred fifty thousand dollars ($750,000.00) for each one-year period. For informational purpose, the NAICS Code is 541330. The Small Business Size Standard is $4 million and a small business set-aside. Consideration for selection will be limited to firms having an existing design production office within the geographic limitation of the State of Michigan. Each member of any proposed joint venture must have an existing design production office within the designated geographic limitations. Joint venture of firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. In addition, all firms and their consultants must 1) Have in-house CADD capabilities (compatible with the latest version of AutoCAD) and; 2) prepare all specifications for projects under this contract using the AIA Masterspec. Consideration for selection will be based upon the following evaluation criteria categories: 1) Project Team (15%): Key Personnel, Qualifications, and relevant experience as individuals and as a team; 2) Design Management (30%): Project Management plan, facilities, capabilities, and techniques; 3) Design ability (30%): visual and narrative evidence of team_s ability with respect to innovative design solutions; 4) Experience (25%): Performance on similar projects.
