- Description
- The Environmental Protection Agency (EPA) Region III, in Philadelphia, PA has a policy aimed at improving air quality and reducing traffic congestion by offering employees incentives to commute to and from work using public transportation. The Federal Employees Clean Air Incentives Act, 5 U.S.C. 7905, allows agencies to establish programs which would encourage employees to use mass transit to commute to and from work. The Delaware Valley Regional Planning Commission (DVRPC.) DVRPC was established as Interstate Compact between New Jersey and Pennsylvania in order to facilitate planning and transit issues between the states. The Commuter Benefit Program is the name of the transit voucher system which was established to simplify employer/employee transit subsidy programs and promote pollution reduction and energy savings. Therefore, to meet its objectives, EPA anticipates sole-source negotiations with DVRPC in accordance with FAR 13.5 and FAR 6.302.1 -- Only one responsible source and no thoer supplies or services will satisfy the Agency's requirement. To meet the objectives of the Federal Employees Clean Air Incentive Act EPA, Region III, anticipates a five (5) year indefinite delivery indefinite quantity contract for transit checks which are usable on Septa, NJ Transit, Patco, DART/DAST, Amtrak, PAT, CAT, BARTA, as well as approved and authorized vanpools. Contract line items will consist of varying denominations of transit checks. The checks must have a preprinted amount, security features, and be usable on the above listed transit systems. Delivery is expected to be a minimum of two weeks after receipt of delivery order. The proposed contract action is being done under FAR 13, Commercial Test Program. Quotations must be in writing or submitted electronically via fax to (215) 814-5211. Quotations are due no later than March 12, 2001, 3:00 PM, Eastern Time to the EPA Region III Reception area on the first floor at 1650 Arch Street, Philadelphia, PA.
