Description
The National Institute of Standards and Technology (NIST) intends to negotiate with TSI, Incorporated, Laser Diagnostics Division on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of a TSI Particle Image Velocimetry Camera (PIVCAM) 13-8 cross/auto correlation digital CCD Camera Model 630047 with the following features 1.3k x 1k pixels, 8 frames/s, 12-bit digital output, 28 mm micro Nikkor F2.8 lens (F-mount), all interface cables, PCI bus high speed frame grabber, and setup for 50 m fiberoptic link. The camera will be controlled by the TSI Laser pulse synchronizer #610034 and the image analysis will be performed by the TSI insight image capture and analysis software, both of which currently exist at NIST. The TSI PIVCAM 13-8 digital CCD camera is the only product available that provides the necessary resolution, sensitivity, dynamic range and compatibility with NIST existing equipment necessary for the Large Scale Planar Measurement system currently under development at NIST. The 12-bit dynamic range available with each pixel allows accurate imaging of both small and large particles in the flow and provides a pseudo-color display. Hence particle images are better defined and the velocity vectors are more accurately calculated. In addition, the camera can be controlled and images analyzed by the TSI LaserPulse synchronizer and TSI Insight-NT software currently at NIST. The delivery time for this requirement is 8 weeks after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by March 7, 2001. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a size standard of 500 employees. However, this requirement is unrestricted. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
