- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This camera equipment is required to support IR measurement research sponsored by Ames' Code A discretionary fund. Experimental testing is scheduled to begin March 19, 2001. The IR Camera must have the following capabilities: Indium antimonide detector; 1.0 to 5.3 micron spectral range; 320H by 256V focal plane array format; f2.5 cold shield optics; 3 to 5 micron filter bandpass; integral Stirling type detector cooling (77 degrees Kelvin); <25 milliKelvin noise equivalent temperature difference; <0.1% corrected uniformity; greater than or equal to 85% quantum efficiency; cooldown time under 10 minutes; 0 to 2000 degrees Celcius temperature measurement range; 2 degrees Celcius or 2% accuracy; system noise level <2 LSB; 99.95% operability; 25 mm lens (22 deg by 16 deg FOV); 50 mm lens (11 deg by 8 deg FOV); local & remote camera control capability (remote control via RS-232 interface using ASCII commands); 30 Hz NTSC analog video & S-video output; adjustable frame rates (60, 30, 15 frames/sec nominal); user-adjustable snap shot mode integration times between 0.01 & 16.6 millisec; 12-bit pixel depth, digital data output via RS-422 interface (for raw and radiometric data export); documentation of camera spectral response in tabulated or electronic numerical format (0.05 micron resolution, minimum). Before delivery of equipment, vendor must calibrate the camera to provide the requested radiometric data. The provisions and clauses in the RFQ are those in effect through FAC 97-22. The NAICS Code and the small business size standard for this procurement are 333315 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA/Ames is required within 10 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by March 7, 2001 and may be mailed or faxed to Jacky Kim, NASA Ames Research Center M/S 241-1 Moffett Field, CA, (650) 604-3020, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
