Description
The United States Special Operation Command (USSOCOM) is preparing for an impending acquisition of a nondevelopmental/commercially available handheld rugged computer referred to as a Field Computing Device (FCD). Potential sources are sought for the production, fielding, and sustainment of a single solution FCD to satisfy requirements that fall under the Special Operations Tactical Video System (SOTVS) and Special Mission Radio System (SMRS) programs. Consideration will be given to a single or set of solutions as determined to be in the best interest for the government. The FCD solution must meet the requirements defined in each system as Key Performance Parameters (KPP). To support the SOTVS the FCD will provide a means for receiving, storing and forwarding digital images from remote locations. The system must be capable of field manipulation, annotation, and compression of a primary digital image and providing the interface between digital camera, which is used to collect the image, and the tactical radio for transmitting the digital image. In the SMRS the FCD functions as the control panel for the Man-Pack Radio (MPR). The FCD will provide the capability to compose, edit, store, process and exchange text messages with the MPR and other SOF radios. The solution(s) must be lightweight, handheld computers, capable of operating in very austere environmental conditions. The SMRS FCD KPPs require the FCD to have the ability to run Defense Information Infrastructure Common Operating Environment (DII COE) and Joint Technical Architecture (JTA) applications. The selected FCD must be interoperable with legacy tactical HF radio systems to include PRC-104 and other SOF radios. The SOTVS FCD KPPs require the device to be capable of receiving, storing and forwarding digital images in near-real-time. Must be interoperable with existing SOF secure tactical radios to include as a minimum the AN/PSC-5D, AN/PRC-137F (HF) and AN/PRC-117F. The FCD must have the ability to run JTA applications to include Video Imaging Standards (VIS) profile. This synopsis neither constitutes a Request for Proposal nor does it restrict the Government to an ultimate acquisition approach.
